Study of School Administrators' Organizational Management from the Perspective of Teachers and Educational Personnel under the Office of Vocational Education Commission in Saraburi Province.

Abstract

This independent study is significant because educational administrators' organizational management is a factor that influences operational efficiency and the development of educational quality, particularly within the Office of the Vocational Education Commission in Saraburi Province, where there is still a lack of in-depth data from the perspectives of teachers and educational personnel regarding the characteristics and approaches of administrators' organizational management. The objective of this study therefore focuses on surveying the opinions of teachers and educational personnel regarding the organizational management of educational administrators in the aforementioned area. This quantitative research involved a sample group consisting of 241 teachers and educational personnel from 7 educational institutions under the Office of the Vocational Education Commission in Saraburi Province, selected through multi-stage sampling. The research instrument was a 5-level rating scale questionnaire that was validated by experts and had a reliability coefficient of 0.88. Data were analyzed using descriptive statistics including frequency, percentage, mean, and standard deviation.The results of the independent study revealed that the overall level of opinions regarding educational administrators' organizational management from the perspectives of teachers and educational personnel was at the highest level. When examining details according to various factors and ranking them from highest to lowest mean scores, the leadership aspect of administrators had the highest level of opinion, followed by policy and strategic management, and work processes, respectively. The aspect with the lowest mean score was work motivation. Based on these research findings, the researcher recommends that the Office of the Vocational Education Commission should continuously support the development of leadership and information technology utilization among educational administrators. Additionally, work motivation among personnel should be promoted to further enhance administrative efficiency.

การค้นคว้าอิสระครั้งนี้มีความสำคัญเนื่องจากการบริหารองค์กรของผู้บริหารสถานศึกษา เป็นปัจจัยที่มีอิทธิพลต่อประสิทธิภาพการดำเนินงานและการพัฒนาคุณภาพการจัดการศึกษา โดยเฉพาะในสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา จังหวัดสระบุรี ซึ่งยังขาดข้อมูลเชิงลึกจากมุมมองของครูและบุคลากรทางการศึกษาเกี่ยวกับลักษณะและแนวทางการบริหารองค์กรของผู้บริหาร วัตถุประสงค์ของการศึกษาครั้งนี้จึงมุ่งเน้นการสำรวจความคิดเห็นของครูและบุคลากรทางการศึกษาเกี่ยวกับการบริหารองค์กรของผู้บริหารสถานศึกษาในพื้นที่ดังกล่าว โดยเป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างประกอบด้วยครูและบุคลากรทางการศึกษาจำนวน 241 คน จาก 7 สถานศึกษาในสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา จังหวัดสระบุรี ซึ่งได้จากการสุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ซึ่งผ่านการตรวจสอบความเที่ยงตรงโดยผู้เชี่ยวชาญและมีค่าความเชื่อมั่นเท่ากับ 0.88 วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐานผลการค้นคว้าอิสระพบว่า ระดับความคิดเห็นโดยรวมเกี่ยวกับการบริหารองค์กรของผู้บริหารสถานศึกษาตามมุมมองของครูและบุคลากรทางการศึกษา อยู่ในระดับมากที่สุด และเมื่อตรวจสอบรายละเอียดตามปัจจัยต่าง ๆ และเรียงลำดับจากคะแนนเฉลี่ยมากไปน้อย ด้านภาวะผู้นำของผู้บริหารมีระดับความคิดเห็นสูงสุด รองลงมาคือ ด้านการบริหารเชิงนโยบายและกลยุทธ์ และด้านกระบวนการทำงาน ตามลำดับ ส่วนด้านที่ได้รับคะแนนเฉลี่ยต่ำสุดคือ ด้านแรงจูงใจในการทำงาน จากผลการวิจัยนี้ ผู้วิจัยเสนอแนะให้สำนักงานคณะกรรมการการอาชีวศึกษา สนับสนุนการพัฒนาภาวะผู้นำและการใช้เทคโนโลยีสารสนเทศของผู้บริหารสถานศึกษาอย่างต่อเนื่อง นอกจากนี้ควรส่งเสริมแรงจูงใจในการทำงานของบุคลากรเพื่อเพิ่มประสิทธิภาพการบริหารงานต่อไป
